Winston Dookeran serves as the Secretary-General of EUCLID (Euclid University), an intergovernmental institution dedicated to advancing higher education and sustainable development. Appointed on July 1, 2020, by the EUCLID Oversight Council, Dookeran succeeded Syed Zahid Ali as the institution’s second Secretary-General. His leadership has elevated EUCLID’s global presence, fostering academic collaborations and promoting international diplomacy through education.
A distinguished economist and statesman from Trinidad and Tobago, Dookeran brings a wealth of experience to EUCLID. He is a graduate of the London School of Economics (MSc) and has held prominent roles, including Central Bank Governor, Minister of Finance, and Minister of Foreign Affairs of Trinidad and Tobago. His extensive governmental service has shaped his expertise in economic policy, global governance, and international relations.
Before joining EUCLID in 2018, Dookeran served as a Professor of Practice at the University of the West Indies, where he continues to contribute to academic discourse. His tenure at EUCLID has been marked by significant milestones, including the signing of a Memorandum of Understanding with the Association of Caribbean States in January 2021, strengthening EUCLID’s role as a Social Actor within the organization. Under his leadership, EUCLID transformed its EuroState Institute into the fully chartered Euler-Franeker Memorial University, where Dookeran serves as the founding President and Chancellor.
Dookeran is a globally recognized thought leader, frequently invited to deliver high-level presentations. In April 2023, he addressed the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) in Bogota, Bolivia, and later, as part of ECLAC’s 75th anniversary, delivered a keynote lecture in Santiago, Chile, titled “Structure and Synergy in Development: The Caribbean Setting and its Future.” In this lecture, he advocated for a shift in the Caribbean’s integration model to address economic and technological challenges, including the digitalization of economies and the impacts of artificial intelligence. He emphasized the need for institutional frameworks to promote sustainable social equity and resilient development in the face of climate vulnerabilities.
In February 2025, Dookeran furthered EUCLID’s global outreach by delivering a lecture at the Research and Information System for Developing Countries (RIS) in India, focusing on international development and strategic partnerships. During the same visit, he met with the Chair of EUCLID’s Oversight Council in France to discuss the university’s strategic goals and its role in global diplomacy.
An accomplished author, Dookeran’s publications include The Caribbean on the Edge: The Political Stress of Stability, Equality, and Diplomacy, which has bolstered EUCLID’s academic visibility. His work reflects a commitment to addressing multidimensional vulnerabilities in the Caribbean and advancing global sustainable development goals.
